Go into the measure properties and change the actual duration to 9/8. Do the quarter-note triplet, then a quarter note, a half-note triplet, and leave the eighth rest. Enter the notes, then select the triplet marker for the two dotted quarter notes, select the endpoints and drag them out over the quarter note and eighth rest.

MuseScore dutifully produced a triplet equivalent to an eighth rest. (Necessarily, said triplet consists of 16th notes.) But I think that what you actually wanted was a triplet with a duration of a quarter rest.
